    WATER
    OLD BUSINESS:
    Meter Install- Justin and Craig to drive around to locate and install new meter pit meters. Auto Gun not working.
    Alco Lawsuit: Peter filed a formal litigation. Peter will get the board something to look at by next meeting.
    Water Storage Tank Grant Project- Project is complete. Waiting on operations permit and UMBT approval. Final
    Payment Application number 5 in the amount of $5,000.00 to be voted on for approval.
    Water Moratorium- Vote of lifting the water moratorium
    Reservoir debris: Craig contacted JMT to schedule, needs fire truck. On hold
    Surveillance Grant- Waiting on the Borough to schedule a meeting. Get Craig’s input on number and locations.
    Teague boundary lines – Peter drafted a letter giving Teague 30 days to remove debris on our lines or he will be
    served. Peter notified the Dept. of General Services and The Fish and Game Commission. Gary Aztec contacted peter
    stating pile has been there for decades, false information. Peter to ask John Lezoche for Google Earth images and write
    a letter to Gary Aztec.
    Rules & Regulations- Workshop was held 9/4/26 at 10am.
    Peter Layman bills- To submit bills. No update.
    Brian NAWSC- Peter to write a letter confirming we are no longer in contract with them for the backflow
    prevention systems.
    Quarterly Rate Increase- Water side Tyler is working to complete Tapping Fee Study. Tyler supplied a increase
    evaluation suggesting to increase our water rates. Discuss at the workshop meeting.
    EBB- An agreement was given to the Borough with $150.00 a month rent. Borough will sign the copy next
    meeting. Back rent will be paid. Vote on acceptance of the signed agreement.
    Peter letters- Requesting inspections at 123 Blaine St, house is charge 2 EDU’s water & sewer but the business is
    not charged, 30 Gladstone St, possible apartment was added, 14 Werner St, verify number of units. 125 W. Central Ave, Water is being discharged? John Lezoche is verifying if infiltration pit was installed. No update
    Lakewood Dr. Fire Hydrant Flushing- Craig to do in when time allows.
    RFP for Environmental Engineer- Peter to bring examples
    521 W. Central Ave- The Kerzner’s packet and letter were received 8/31/26 under review.
    Insurance- Reviewing coverage. Jennifer Reese and Craig Labarre with the insurance agent to complete a ride
    around for a quote.
    NEW BUSINESS:
    SEWER
    OLD BUSINESS:
    Building upgrades- Water erosion undermining facility project adding to the new grant. Put on hold.
    Grease Traps- Tyler to get Peter technical language on oil-water separator.
    Digester will need to be cleaned out. Craig to address in the summer. No urgency. Waiting on finances.
    Air Valves- Showing signs of failure. Craig received a quote ($10-12k) waiting on funds.
    2025 PA Small Water & Sewer Grant- (15% match, $200k) Scope of work suggested roof, generator and drainage
    issues. Roof Replacement- Bachman’s Roofing quote $54,815.00, approved and complete. Warranty information: one
    year workmanship and 20 year on the roof.
    Buff Floors- Quote from Ty Lane is $760.00 to buff floors in Municipal Building, on hold.
    Website- Schedule a workshop meeting to discuss options with the Borough.
    VIP- A meeting was held with VIP on 7/10. Craig to verify what is located under the area in question.
    Hazen Ave(Nelson)- Brought images showing Mr. Klingle completing work at what looked like the sewer line cap.
    Craig inspected there was no tampering of the sewer lines. Mr. Klingle was repairing a water cap he had damaged over
    the winter with his plow. Peter to write a letter to Chelsea Nelson of the findings.
    Camera’s- Needed at front door and both the hallways. Wired system recommended by Jason. Vote to purchase.
    Fence Storm Damage- Erie gave us $5k towards fence repair. All expenses to be split between water and sewer.
    Approvals to complete the work were given at the last meeting.
    49 Christine Lane Grinder Pump Issue- Homeowner is responsible for all costs. Estimates were given from the
    Authority for a complete pump and Site Specific. Dave Broad gave a quote for the excavation. On hold for the
    homeowner to make a decision.
